The generated .mobileconfig is a regular Apple profile: it sets the device-wide HTTP proxy and installs your proxy's root certificate — you enable trust for it yourself on the device. A device-wide proxy profile installs only on a supervised Apple TV — a one-time setup with Apple Configurator.
While the profile is installed, the Apple TV routes its HTTP(S) traffic to your Mac — both must stay on the same network and the proxy app must be running.
